This document is a report on the analysis and evaluation of Regulation of the National Counterterrorism Agency Number 1 of 2022 concerning the Terrorism Prevention Coordination Forum. The analysis was conducted based on six dimensions of regulatory evaluation, including the dimensions of Pancasila, the appropriateness of the type of regulation, regulatory disharmony, clarity of formulation, consistency with legal principles, and effectiveness of implementation. The evaluation results indicate the need to strengthen the legal basis for community empowerment as the primary regulation in the implementation of terrorism prevention.
